While there are no guarantees in life, or in law, we know that “we are what we repeatedly do. Excellence therefore not an act, but a habit.”

Tracy D. Finnegan
Attorney at Law and Guardian ad Litem
I began working as a legal assistant part time in 1990. Shortly thereafter my career took a different direction outside the legal field. I resumed legal work part time in 2001 and took a full-time position in 2006 as a paralegal. I obtained a Bachelor of Science in Legal Studies before entering the Washington State Supreme Court’s Admission and Practice APR 6 Law Clerk Program in 2014. The APR 6/9 Law Clerk Program administered by the Washington State Bar Association combines scholastic, theoretical and practical experience under the mentorship of an experienced attorney. This allowed me the wonderful opportunity to begin working in the community while obtaining my education. I graduated and passed the Washington State Bar exam in 2018. Upon graduation, I worked as an associate at a local law firm, and the following year, I opened Finnegan and Associates, PLLC. I look forward to serving the community.
Food: Spaghetti Bolognese
Hobbies: Traveling, reading a good book at the water’s edge, sailing (now that I’m older that entails riding on a sail boat while others “do the sailing”), wine tasting, and spending time with my family, grandchildren, and friends.
Vacation Spot: Italia.
Color: Deep dark blue, pink, the color of the water outside Ischia and the shores of Le Marche, and the colors of the sunset.
VOLUNTEERING AND GIVING THANKS:
I serve on the board of the Washington State Bar Association APR 6 Law Clerk Program. I am passionate about giving back to the program and the community.
I am grateful to my family for their support throughout all the years. They have made many sacrifices along the way as I returned to school and as I continue to spend long hours in the office working for other families.
Skagit County is a unique place to practice law and I remain humbled by the support, training, generosity, wisdom and the grit of my fellow legal professionals; many of whom have mentored me along the way and I am sincerely thankful.
